They can't allow it because the US-spec safety and emmissions regulations will have to be rewritten or 25-year or less imports will have to be made exempt.
One of the reasons these regulations exist in the first place, aside from pressure from the media and insurance industry in the 60s, was to protect the domestic manufactuers during the fuel crisis. They drew the focus away from economy and onto safety so that the domestics could maintain sales rather than being weeded out by competetion because a 21 foot long Impala wouldn't sell if the majority of consumers were focused on good milage. Thus, mid-size domestics were able to be marketed as a balance between safety and economy and sold incredibly well. This mentality changed the car market forever and is what allows crossovers to be succesfull today and why compacts sell poorly in the US.
If people wanted cheap running costs, then they could import a much lighter and efficient vehicle that was exempt from bogus safety regs. The 25-year law is a supply-throttle; nothing more.
